It shouldn't be blank if you completed the puzzle to get the elder scroll. If you don't have it, you need to take it back from the contraption you placed it in. Once you have the Runed Lexicon, give it to Septimus Signus. If there are arrows pointing elsewhere, they could have bugged, but the quest will still proceed if you do the above.
